City of Johannesburg mayor Mpho Phalatse will deliver her maiden State of the City Address on Thursday.

The speech will take place at the Connie Bapela council chamber at the Metro Centre in Braamfontein at 10am.

This will also mark the first time residents of Johannesburg are addressed by a female mayor.

Mphalatse's spokesperson Mabine Seabe said the speech would touch on theft of critical infrastructure, also touch on health and social development.

“Equally, we're talking about job creation in the city. At the same time, the mayor has previously articulated we can't build a city on our own so there is a strong emphasis on partnerships with the private sector, other spheres of government and the residents,” Seabe said.

In recent days, residents from large parts of the city such as Soweto and Kliptown were left in the dark follow cable theft.

In Eldorado Park on Tuesday night, residents captured nine men believed to be involved in cable theft that has left the community in the dark. They were then handed over to police.

On Monday Kgomotso Diale was shot and killed by a group of unknown men when the community of Pimville marched to Chicken Farm informal settlement to plead with residents there to stop cable theft.

On Wednesday, police minister Bheki Cele was in Kliptown receiving a briefing on crime in the area while officials from Eskom and City Power disconnected dangerous illegal electricity lines in Chicken Farm informal settlement in the area.

Elected mayor in November, Phalatase governs the city with the help of coalition partners such as COPE, ACDP, PA, VF Plus, the IFP and ActionSA.

Thursday's speech will be followed by a debate that will take place on Friday where opposition parties and members of the coalition will dissect Mphalatse's speech.
